ALERT: CEPI SCHEDULED SERVER UPGRADE
The Registry of Educational Personnel (REP) will be offline beginning Tuesday, January 27, 2026 through Wednesday, January 28, 2026 due to a server upgrade. Your MOECS experience may be impacted if you are requesting a process that interacts with REP.
MOECS Services impacted by the upgrade include:
- PIC resolution / Account corrections
- Educator Evaluation display
MOECS Services still available:
- Phone support
- Email support
- Password resets
- Submitting applications and all application-related processing
- Includes educator applications for initial and renewal certificates, as well as, additional endorsement applications, permit, annual career authorization and special education approval applications
- Document uploads and verification of receipt of documents
- SCECH applications and related processing, including uploading participants
- Refunds

Did you know, in addition to subject area tests for a grade-banded endorsement, a Professional Knowledge and Skills Test must be passed in order to apply for an initial Michigan teaching certificate?
A Professional Knowledge and Skills test is required in the following scenarios:
- Effective July 2022, candidates pursuing initial certification for Lower Elementary (PK-3) Education (ZO); Upper Elementary (3-6) Education (ZP); English Language Arts (5-9), (7-12), (BQ); Mathematics (5-9), (7-12), (EQ).
