Kowall was the president of the family-owned business, Accurate Woodworking, Inc. He served on the White Lake Township Planning Commission for nine years, and is a former member of the White Lake Township Site Plan Review Committee, Zoning Board of Appeals, Road and Bike Path Committee, and Oakland County Liaison. He was the past precinct delegate, delegate director, and state convention delegate. He was a member of the 11th Congressional District Committee, Polish Coalition of Republicans, and the co-chair of the Oakland County Legislative Delegation. He was a member of the Aviation Caucus,Midwestern Legislative Conference of the Council of State Governments, National Conference of State Legislators, National Association of Sportsmen Legislators, American Legislative Exchange Council, National Federation of Independent Business, Michigan Association of Homebuilders, Michigan Chamber of Commerce, Michigan Sea Cadets and U.S. Naval Sea Cadets, Naval League of the United States, Michigan United Conservation Clubs, Multi-Lakes Conservation Association, National Rifle Association, North Oakland County Board of Realtors, Safari Club International, Southeast Michigan Bowhunters, Waterford Business Association, White Lake Business Association,Waterford Cultural Council, Waterford Lions Club, Waterford Optimist Club, Huron Valley Alliance for Education, and White Lake Historical Society.
