Biographical Sketch:
Of Irish and Welsh descent. Son of James and Ann (Wilson) Coulter. He was reared in Howard township. In 1874, he moved to Fillmore County, NE, where he lived for 8 and a half years, and in 1878 represented the 23d senatorial district, comprising the counties of Fillmore and Clay, in the senate of Nebraska, and was also a member of the capitol building board, which commenced the building of a new capitol at Lincoln. In 1882, he moved to Wilson County, Kansas, , where he lived for 3 and a half years, and in 1884 was elected Representative from the 40th district to the Kansas legislature. He also lived in Edwards and Logan Counties in Kansas. He dealt in horses, cattle and publishing while in Kansas. he returned to Michigan in 1898. He was a member of the Knights of Pythias.
