Of Irish parentage. Son of Wellington S. and Mary J. (Jebb) Carter. Emigrated in 1903, naturalizing in 1914. He left school at the age of 12 and began earning his own living working on a farm. At the age of 17, he went on the railroad as locomotive fireman, coming 3 years later to the Michigan Soo where he was employed as engineer on the Sabin Lock, hauling out the first 10 cars of rock. He was a member of the Brotherhood of Railroad Trainmen and for 7 years held the office representing the trainmen on legislative matters. He was also local chairman, representing the trainmen on the Soo railroad east of Minneapolis.
