He attended the public schools and business and technical colleges.

Biographical Sketch:
Of Scotch and American parentage. He followed different occupations until 1899 when he came to Detroit, as a soap maker, which trade he had learned when a boy. In 1900 he entered the newspaper business with the Detroit Journal. He has been connected with various newspapers in Detroit and Cleveland, and as editor of several magazines, and also was a sales agent for coal mining companies and also engaged in publicity writing. He is a member of Corinthian Lodge, F. & A. M., past high priest of King Cyrus Chapter, R.A.M.; past master of Monroe Council, R. & S. M., and a member of several clubs and of the Board of Commerce. He is the author of he uniform fraffic law of 1923 and of laws to protect investors. In 1926 he introduced the bill creating a commission to revise the criminal procedure laws and took part in the drafting of the Code of Criminal Court Procedure, passed by the 1927 legislature. According to House Resolution No. 6, 1932 House Journal, p. 13 he had died. No date or place of death given.

Notable Facts:
Republican and was elected to the legislature in 1920, 1922, 1924 and 1926, November 6, 1928, by a plurality of 95,822, and was re-elected November 4, 1930. Mr. Palmer was speaker pro tem. of the 1927-1928 legislature.
