Biographical Sketch:
He was practically self-educated and in early life was thrown upon his own resources. He was interested in mining for several years. In 1893 he was appointed to the clerkship in the Department of State, organizing the building and loan division of the Department, acting as chief of the division for several years. He was Deputy Secretary of State under Hon. Fred M. Warner; secretary of State Tax Commisssion; Tax Commissioner of Wayne County, member and secretary of State Budget Commission of Inquiry.
