Son of Robert and Helen(Hopkin) Millikin. In 1888, he moved to a farm in Almer Township, Tuscola County. In 1896, he was elected supervisor and held that office for 9 successive years. He resigned in 1904 and was elected county treasurer an office he held 4 years.
