Of Scottish descent. Son of Archibald and Janet [or Janette] (MacNaughton) McMillan. Came to Michigan around 1852. Served as supervisor of his township, county superintendent of schools, village recorder, treasurer and alderman. Appointed postmaster of Rockford in 1912. He was United Consul in Sarnia for several years.
