Biographical Sketch:
Of Scotch-Irish ancestry. Son of Henry S. and Adelia (Harlan) Kelley. His family moved to Savannah, MO when he was 5. In 1881, he taught district school and was appointed clerk in the railway mail service for 8 months in 1881. In 1882, he was appointed adjudicator of claims in the U. S. Treasury at Washington, a position he held until November, 1885, when he resigned to become chief clerk of the U. S. land office at Wakeeney, KS. In November, 1886, he resigned his position in the land office and purchased the Scott County News, a Republican paper, and moved to Scott City, KS, where he practiced law and conducted his newspaper. In 1889, he moved to St.Joseph, MO, and practiced law until 1893, when he came to Benton Harbor, MI.
