Biographical Sketch:
Son of David H. and Mary Jane (Ward) Westcott. He commenced sailing when a boy of 16 years, beginning at the lowest round of the ladder and worked his way up until he became master of steam vessels. He followed this occupation until about 1891, but remained interested in vessel property. Under President Harrison's administration he was appointed supervising inspector of steam vessels for the 8th supervising district, which office he held until removed by Grover Cleveland. He moved to St. Clair City around 1881. He served as treasurer of Cottrellville Township, including Newport and was elected mayor of the city of St. Clair in 1896.
