Biographical Sketch:
Moved to Detroit in 1844. He raised the 23rd Illinois Infantry, Co. A in 1861 and formed the "Mulligan Brigade". He was taken prisoner at the siege of Lexington, MO, and resigne dhis captaincy in Nov. 1861. In January 1862 he was appointed Lt. Colonel of the 15th Michigan Infantry serving until September 18, 1863. In 1864, he moved to Bay City, MI and became the Deputy Collector of Customs for the port, 1866-83. He was later involved in insurance.
