Pavlov was owner of Dexter Equipment Company, and the St. Clair County commissioner from 2002-2004. He previously served on St. Clair County Economic Development Alliance, St. Clair County Retirement Board, Southeast Michigan Council of Governments, and Metropolitan Planning Commission. He was a member of the Talent Investment Board and MEDC. He was the Michigan Commissioner for Education Commission of the States, and a member of Blue Water Sportsmen's Association, National Rifle Association, Knights of Columbus, and St. Mary's Catholic Church.
