Son of John J. and Mary M. (Reindhart) Collins. Leaving school in 1896, he taught in the country schools of Bay county, for 6 years while studying law. He was admitted to the bar in 1901, and began the practice of law in 1902. He was a member of the Bay county board of school examiners from 1899-1902, and circuit court commissioner from 1902-06
