Biographical Sketch:
Of Scottish ancestry. Son of Douglas and Susan A. (Curtiss) Scott. Admitted to the bar, 1901. He served as circuit court commissioner one term; attorney of Alpena in 1902-04, 1909; Alpena County Prosecuting Attorney, 1904-08; city prosecutor 1906-1910. June 21, 1901, he was appointed United States Commissioner for the Eastern District of Michigan. After leaving Congress, resumed the practice of his profession in Washington, DC. Member, Masons; Odd Fellows; Elks.

Notable Facts:
President pro tempore of the state House in 1913 and 1914; elected 6 succeeding Congresses serving 1915-27.
