Son of William and Mary Foster (Rood) Packard. His family moved to Chatham, OH in 1836. In 1859, Wm. O. moved to Ganges, MI where he later served as postmaster for several years. In 1870, he moved to Deerfield [Covert post office]. During the 180s he engaged in lumbering, farming, merchandizing and real estate.
