Son of Lyman and Sarah Wilcox who came to Michigan in 1824. Elliott held many local offices. Admitted to the bar 1/6/1871 and operated a farm. He was involved in the construction of the Detroit & Bay City Railroad. In 1874 he built a large brick paper mill on his farm.
