Biographical Sketch:
Son of H.C. and Mabel Lockwood. After WWII, he taught amphibious warfare at Westminster College in Missouri, and coached football and wrestling (1946) at the Missouri School for the Deaf. Taught at Adrian College, was a CPA and owned both insurance and accounting firms. He was instrumental in the passage of civil rights legislation after the 1967 Detroit riots. Founded Public Affairs Associates, now called Public Sector Consultants. Certified public accountant, practiced in Adrian and Alma 12 years. Former member of the Gratiot County Board of Supervisors and St. Louis School Board. Member of Veterans of Foreign Wars, American Legion, Greenville City Club, Saginaw Club, Elks, Gratiot Country Club, Michigan Certified Public Accountants, American Institute of Certified Public Accountants. Past president of St. Louis Rotary Club. During his 2nd term as President of DKPOA, he helped established the Duck Key Security District and was an active contributor to the Duck Key community.

Notable Facts:
Helped pass laws for 1st income tax and those banning housing discrimination. Earned 5 medals in the US Navy specializing in amphibious warfare in the Pacific. Chief lobbyist and deputy director of the Michigan Department of Commerce under Gov. William Milliken. Lived in Hamburg, MI at time of death. Died at age 82.
