Son of Daniel Asbury and Louise Adeline (Waite) Knaggs. Elected several terms as mayor of city of Monroe from 1933 until he resigned in 1939 to accept an appointment from Governor Frank Fitzgerald as Commissioner of the Dept. of Labor and Industry.
