Son of Lauren and Roxana (Rexford) Billings. Moved to Michigan in May, 1867. He served in various offices in both New York and Michigan. He was supervisor in Richfield, MI for 3 years and county surveyor for Genesee County for 6 years.
Notable Facts:
In 1871, his farm was awarded the first premium by the agricultural society. Appointed Railroad Commissioner by Gov. Rich.
