Biographical Sketch:
Son of Byron Dell and Florence S. (O'Brien) Winegar. Upon graduating from law school he practiced mining law for 9 years, when elected to the Senate. In 1915, he went to work for the Dodge Brothers, in Detroit, as head of personnel. When Dodge merged with Chrysler in 1929, he became personnel director of the corporation, a post he held until his death. He was loaned to the City of Hamtramck as director of Public Safety and was appointed in 1935 by Gov. Frank Fitzgerald to the State Welfare Commission. In 1944, Mayor Jeffries named him to the Mayor's Executive Blight Committee for the elimination of slums.
