Biographical Sketch:
Son of Emil S. and Fanny (Butzel) Heineman. From 1893-96 he was appointed Chief Assistant City Attorney of Detroit; he compiled the Revised Ordinances of the City. He was elected to the Detroit Common Council in 1902 and was its president in 1906. From 1910-13, he was named city controller; in 1917 [WWI], food administrator for Wayne Co. He had a law partnership with Joseph M. Weiss. He later served as Managing Director of the Fort Wayne & Belle Isle Railway Co., a Director of the Detroit Fire & Marine Insurance Co., a Director and Secretary of the Merz Capsule Co. He served various times on the State Library Board and was president of the League of Michigan Municipalities and the Detroit Anti-Tuberculosis Society. He was a member of the Oddfellows, Masons, Elks and other societies.
Notable Facts:
He enacted into law, to establishment of a great aquarium and horticultural building for Belle Isle Park and a bill to establish the State Library Commission.
He also designed the flag for the City of Detroit in 1907.
Wrote the first traffic ordinance for Detroit.
Died of pneumonia.
