Biographical Sketch:
Son of Joseph E. and Hannah (Merrill) Sleeper. He came to Lexigton, MI in the fall of 1884. For several years he engaged in mercantile pursuits and as a traveling salesman but has been actively engaged in the banking and real estate business for over 20 years. He was president of the First National Bank of Yale, State Savings Bank of Bad Axe, Commercial State Bank of Marlette, Citizens Bank of Ubly. The Clark & McCaren whole-sale grocery company of Bad Axe and had interests in several other business concerns. He was Trustee and President of Lexington village several terms and president of the Library Board. He returned to Bad Axe and his business interests after leaving office as governor. Member of the Masons, the Bay City Consistory, El Elf Khurafeh Temple, AAOMS. of Saginaw, the Blue Lodge F & AM of Lexington, Lebanon Chapter RAM of Bad Axe, Bad Axe Commandery No. 52 Knights Templar, the IOOF of Marlette and Bad Axe lodge Knights of Pythias.

Notable Facts:
State Treasurer, 1909-13; Governor of Michigan, 1917-21. Nicknamed Uncle Bert. Sent Michigan State Troops (later known as State Police) to the UP in 1917 to quash mining agitators who might disrupt the supply of iron ore needed for the war effort.
