Son of Stephen Paddock and Martha Taylor (Mellen) Barnard. Located to farm near Grand Rapids with his parents in 1866. Member of Michigan state house of representatives from Kent County 2nd District, 1891-92. Member of Michigan state senate 17th District, 1893-98. Member of Michigan Republican State Central Committee, 1907. Member of the Masons, Shriners and Elks.

Notable Facts:
Authored the joint resolution committing this state to the election of US senators by popular vote. Was instrumental in other legislation. Served in both chambers. Died of heart disease.
